Approach The Adult Population Survey (APS) Examines the perceptions, activities and aspirations GEM takes a broad view of entrepreneurship and focuses on the role played by individuals in the entrepreneurial process. The GEM Adult Population Surveys ask a representative sample of at least 2,000 adults in each country about their attitudes to and their involvement in, entrepreneurship. For many individuals the entrepreneurial process often starts with personal assessment of the entrepreneurial perceptions. Thus, GEM collects data on the perceived opportunities for starting business, perceived skills and knowledge for starting business and state support for starting business, as a good carrier choice. Also, GEM asks adults about intentions to start a business in the near future. Unlike most entrepreneurship data sets that measure newer and smaller firms, GEM studies the perceptions of the individuals with respect to starting and managing business. Moreover, GEM examines the perceptions, activities and aspirations in the various phases of entrepreneurship, from general intentions to more active inception phases, where the businesses are in the nascent phase, to new business which started with business activities, and to the phase of established businesses and possible business discontinuation. Within this context, GEM provides a means by which a wide variety of important entrepreneurial aspirations such as innovativeness, competitiveness and high-growth aspirations can be systematically and rigorously studied. The National Expert Survey Measuring Entrepreneurial Framework Conditions To see how conditions for entrepreneurship differ across countries, GEM countries survey experts in several fields that are important for entrepreneurship. Examples of such Entrepreneurial Framework Conditions (EFCs) are national policies for entrepreneurship, entrepreneurial finance and the extent to which entrepreneurship is reflected in education and training.
